Baccarat Rules

Baccarat, also known as Punto Banco, is played on a casino table about the size of a craps table. There are three casino dealers and up to twelve or fourteen players can play. It is not uncommon to find baccarat in its own area of the casino.

The game is played from six or eight decks. All face cards and tens do not have a value and cards that are less than ten are counted at face value. Aces are worth one. The suit of the card does not matter and only single card values are count. Any count that reaches a double digit drops the left digit. So, 15 and 25 both are counted as 5.

The players then bet, either banco (bank), punto (player) or standoff. The card dealer gives two cards to each player and then the first player and the banker last. The idea is to bet on the hand that you believe will be the highest in total.

A third card can then be dealt to the players and the bank. The third card is based on these three-card rules. Whether or not the third card is dealt will be decided by the dealer and are basically compulsory decisions that the players do not have to be concerned about. Nevertheless, they are decided based on these rules:

- If either the player or bank has a hand of 8 or 9 on their first two cards, then no further cards will be drawn. This hand is called a natural and that hand is then over.

- If the player's hand is less than or equal to 5, then the player's hand receives a third card.

- If the player does not draw the third card, then the bank's hand must stand on 6 or more and take a third card if the hand equals 5 or less.

- If the player does not take the third card, then the bank's third card rules come into effect.

- When the bank's hand totals 2 or less, then the bank draws the card, regardless of what the player's third card is.

- When the bank's hand totals 3, then the bank draws a third card unless the player's third card was an 8.

- When the bank's hand totals 4, then the bank draws a third card unless the player's third card was 0, 1, 8 or 9.

- When the bank's hand totals 6, then the bank draws a third card if the player's third card is a 6 or 7.

- When the bank's hand totals 7, then the bank must stand.

It is a rare occasion when a mistake is made on these three card rules. It is not necessary to commit them to memory, but should a mistake be made it can be useful for you to know the rules.

There are two basic bets that are principal in baccarat. These are the banker or player, also known as banco or punto. There is also the standoff bet, however, this is one is rarely used.

Depending on the casino, the players may or may not be able to deal. If you are playing video baccarat, the cards are dealt by the dealer automatically. Each player may bet on either punto or banco. The player dealing may bet, but the customary bet for the dealer is banco.

Players have the option as to whether or not they would like to deal. This is called passing the "shoe" to the next player. The shoe remains with the player dealing as long as the bank wins. If punto wins, the dealing player must pass the shoes to the next player. To play, two hands are dealt and the player bets which hand will win, or tie. It is similar to betting black or red in roulette.

The payoff on this bet is even money, except for a standoff bet, which pays 9-1 or 8-1. The only difference between the bets, banco or punto, is that a win on banco costs the player a 5% commission, which is considered a built-in advantage for the casino. The reason that the winning banco bet is taxed is due to the fact that over 8-deck cards, the banco bet will win three to four hands more often than punto. Therefore, the casino charges a commission on your winnings.

Each hand begins with two cards, but a third card is drawn depending on certain rules. The person dealing places two cards face down. The player who has the largest bet on punto receives two cards that are also face down. The punto player can then look at the cards and give them back to the dealer. The dealer then turns the cards over while another casino dealer announces winner and results of the hand.

If the banco or punto hand has a total of eight or night, this hand is a "natural." No more cards are dealt after this. However, if it is not a natural, then the casino dealer will instruct the card dealer to deal a third card, depending on the value of each hand. When to deal the third card is set based on the set of rules for third card dealing for both the player and the bank. When dealing has ended, the hand with the highest hand count is the winner. The casino dealers then pay winning bets and collect losing bets. The player dealer is not responsible for handling payouts, as he is still playing against the casino.

As the player you are given the choice of either betting on the banker hand winning, the player hand winning, or a tie between the two. Two cards are dealt to the player and the banker. If the hand you're betting on wins, you win even money. Even money bets are 1 to 1, meaning if you bet five dollars, you're paid back the five plus five more, so your profit is equal to your bet. If you bet on a tie and it turns out to be one, you're paid 8 to 1. Meaning if you bet 5 dollars on a tie and win, you're paid back your five, plus 40 dollars more.

The goal of your two-card hand is to try and have a total that is close to 9. Tens and face cards count as zero, with the exception of the ace, which is worth 1. Cards 2 thru 9 are worth their face value. The simplicity of baccarat rules reflects the simplicity of the scoring and goal itself.

There is really only one tricky part: although there is no such thing as a 'busting hand' as in blackjack, when your initial card total is a two digit number, the first digit is dropped. Say you are dealt a pair of sevens – the total is 14, but the count is set to 4, as the leading 1 is arbitrarily dropped.

If the first two cards of a hand total 8 or 9 the hand is declared a 'natural' and wins (unless there is a tie between two naturals). If either hand is a natural, both hands stand, the natural hand wins.

If the total is not a natural win on either hand, another card is drawn for each hand to determine the winner. Winning banker hands are usually taxed 5% by the casinos. Remember, anybody can be the banker, not always a casino employee. This hint is enough to gain an advantage in baccarat, because you know if the casinos take a cut of just one hand, that one hand probably has a good chance of winning.

Baccarat Card Game Rules and Playing Tips

Baccarat Banque is yet another variation of the pure game of Baccarat. Three packs of cards are shuffled together. The bank is at the outset put up to auction. In some circles, the person who has first set down his name on the list of players has the right to hold the first bank, risking such amount as he may think proper.

The right to begin having been ascertained, the banker takes his place midway down one of the sides of an oval table, the croupier facing him, with the waste-basket between. On either side the banker are the punters (ten such constituting a full table). Any other persons desiring to take part remain standing, and can only play in the event of the amount in the bank for the time being not being covered by the seated players.

The croupier, having shuffled the cards, hands them for the same purpose to the players to the right and left of him, the banker being entitled to shuffle them last, and to select the person by whom they shall be cut.

The breaking of the bank does not deprive the banker of the right to continue, provided that he has funds with which to replenish it, up to the agreed minimum.

Should the stakes of the punters exceed the amount for, the time being in the bank, the banker is not responsible for the amount of such excess. In the event of his losing, the croupier pays the punters in order of rotation, so far as the funds in the bank will extend; beyond this, they have no claim.

The banker, may, however, in such a case, instead of resting on his right, declare the stakes accepted, forthwith putting up the needful funds to meet them. In such event the bank thenceforth becomes unlimited, and the banker must hold all stakes offered on any subsequent hand, or give up the bank.

One of the first games I learned to deal was Baccarat. Little did I know that it was one of the best games in the casino to play. The house advantage in Baccarat is very low, and you have a great shot at bringing home some money.

So why aren't more people playing this great casino game? I think the answer is two-fold. First, not many people understand Baccarat, which is a shame since it's so easy to learn. Second, I think many players don't like the fact that you, as the player, watch the game – more on this in a moment.

Baccarat was originally designed for the wealthy. The game was held in lavish rooms where thousands, even millions, of dollars were on the line with each hand. The game featured multiple dealers and was more of a ceremonious game.

The game of Baccarat was originally known as Faro (or Basset), it was the favorite game of Casanova, and other adventures since the 15th century onwards.

The rules of playing baccarat are very simple.

After the bets are placed, the cards are dealt with the outcome dictated by the results of the deal. More precisely, the dealer deals two cards to each player, and the banker (who is not necessarily the dealer). The object of the game is to get as close to 9 as possible.

If you have 9 or an 8 (both called "naturals") you win (unless the dealer has the same, and then it's a tie). If you (the player) have a 6 or 7, you are obliged to stand. If you have a 5 or less, you are obliged to take a 3rd card.

The 10s and face cards have zero value. Therefore, a 10 and a 5 would be a value of 5. If three cards are dealt, the score of the hand is the right digit of the total of the cards. If the total of the three cards is 14, then the score is 4.

If the player stands, the dealer must hit if his score is 5 or less. Now the rules become somehow complex. If the player took a 3rd card, the dealer is obliged to act as follows:

Dealer has total of 0, 1, 2: Dealer must draw a third card.

Dealer has total of 3: Dealer draws if Player's 3rd Card is 1-2-3-4-5-6-7-9-0 (not an 8)

Dealer has total of 4: Dealer must draw if Player's 3rd Card is 2-3-4-5-6-7

Dealer has total of 5: Dealer must draw if Player's 3rd Card is 4-5-6-7

Dealer has total of 6: Dealer must draw if Player's 3rd Card is a 6 or a 7

Dealer has total of 7: Dealer must stand.

When playing baccarat there are only three bets. One is for the player, one is for the banker, and one is for a tie. Betting on the player or bank does not mean, necessarily on "the" player, or the dealer. If you bet on the player and win, you are paid even money (1:1) with no commission.

If you bet on the banker and win, you are paid even money but charged between 4 and 5% commission. If you bet on a tie, you win 8:1 or 9:1 depending on the rules used, without any commission.

When you play baccarat the best bet seems to be betting with the bank. This has the best odds for the better (punter). It's a boring game, but will keep you in the game longer, and you may leave with some money in your pocket.

* Try to play at a table where the fewest number of decks are used.

* Card counting does not work in baccarat. The dealer will shuffle the decks after each play. Systems don't work either, so bet with the banker for safety.

* Enjoy yourself, but decide how much money you can lose before you start. Put you winnings aside, and play your stake. When that stake is over, finish your play, and keep your winnings.

In normal table games the bettors play against the bank. The actions of the other players are of no consequence to their winning or losing. To many this is less of a challenge. Hence they prefer baccarat tournaments in which they are directly pitted against other players.

Most baccarat tournaments are of the buy-in type. Players play an entry fee to vie for the collected pool money less the casino's costs. The buy-in entitles the players to a number of chips. All players start with the same number of chips. The players then compete over a given number of deals, which constitutes a round. The player with the highest number of chips at the end of the round is the winner.

It is not necessary that the winner have more chips than he started with. He has to have more chips than the other players. Hence in baccarat tournaments the player can lose chips and yet win.

Many tournaments are of the progressive type. The first round is played over many tables. The winner at each table moves on to the next round. This procedure continues till the final round, the winner of which is the winner of the baccarat tournament.

Baccarat tournament strategy is more complex. Each player has to play his best against the bank. But at the same time he has to keep track of the chip position of other players. There are different strategies that are prevalent in the baccarat tournament circuit. One strategy starts with minimal wagering. Towards the end of the round the player assesses the difference between himself and the leader. He then uses his conserved bankroll to place large wagers and overtake the leader. The rationale is that once the target is known it is easier to chart the course.

Another strategy is based on the assumption that it is next to impossible to catch up. Therefore it advocates aggressive wagering early on so that a lead is immediately established. Thereafter a period of minimal betting follows till a competitor catches up. The player may again have to resort to aggressive betting to keep the competitor at bay. Many players believe that luck comes in streaks. This gives rise to the third strategy, which is to place large wagers during a winning streak and small wagers during losing streaks.

Some baccarat tournaments are more popular than others. The most popular tournaments are described below. The Macao Baccarat tournament takes place in March in Macao. The second highest hand in baccarat is a 2-card hand totaling to 8, which is also called a "natural". Neither the player nor banker wins if a tie occurs.

All face cards have a value of zero in baccarat, as well as tens. Aces are valued as 1, and all other cards are worth their face value. If your hand totals a number over 10, the 10 is disregarded. For example, if you have a hand of a 5 and a 9 (totaling 14), the value of your hand will be counted as 4, not 14. So all hands are scored from 0 to 9, without any busts.

Six or eight decks of cards are used in a casino baccarat game. The cards are all shuffled and then placed in a covered box, known as a "shoe". Baccarat Rules

Baccarat, also known as Punto Banco, is played on a casino table about the size of a craps table. There are three casino dealers and up to twelve or fourteen players can play. It is not uncommon to find baccarat in its own area of the casino.

The game is played from six or eight decks. All face cards and tens do not have a value and cards that are less than ten are counted at face value. Aces are worth one. The suit of the card does not matter and only single card values are count. Any count that reaches a double digit drops the left digit. So, 15 and 25 both are counted as 5.

The players then bet, either banco (bank), punto (player) or standoff. The card dealer gives two cards to each player and then the first player and the banker last. The idea is to bet on the hand that you believe will be the highest in total.

A third card can then be dealt to the players and the bank. The third card is based on these three-card rules. Whether or not the third card is dealt will be decided by the dealer and are basically compulsory decisions that the players do not have to be concerned about. Nevertheless, they are decided based on these rules:

- If either the player or bank has a hand of 8 or 9 on their first two cards, then no further cards will be drawn. This hand is called a natural and that hand is then over.

- If the player's hand is less than or equal to 5, then the player's hand receives a third card.

- If the player does not draw the third card, then the bank's hand must stand on 6 or more and take a third card if the hand equals 5 or less.

- If the player does not take the third card, then the bank's third card rules come into effect.

- When the bank's hand totals 2 or less, then the bank draws the card, regardless of what the player's third card is.

- When the bank's hand totals 3, then the bank draws a third card unless the player's third card was an 8.

- When the bank's hand totals 4, then the bank draws a third card unless the player's third card was 0, 1, 8 or 9.

- When the bank's hand totals 6, then the bank draws a third card if the player's third card is a 6 or 7.

- When the bank's hand totals 7, then the bank must stand.

It is a rare occasion when a mistake is made on these three card rules. It is not necessary to commit them to memory, but should a mistake be made it can be useful for you to know the rules.

There are two basic bets that are principal in baccarat. These are the banker or player, also known as banco or punto. There is also the standoff bet, however, this is one is rarely used.

Depending on the casino, the players may or may not be able to deal. If you are playing video baccarat, the cards are dealt by the dealer automatically. Each player may bet on either punto or banco. The player dealing may bet, but the customary bet for the dealer is banco.

Players have the option as to whether or not they would like to deal. This is called passing the "shoe" to the next player. The shoe remains with the player dealing as long as the bank wins. If punto wins, the dealing player must pass the shoes to the next player. To play, two hands are dealt and the player bets which hand will win, or tie. It is similar to betting black or red in roulette.

The payoff on this bet is even money, except for a standoff bet, which pays 9-1 or 8-1. The only difference between the bets, banco or punto, is that a win on banco costs the player a 5% commission, which is considered a built-in advantage for the casino. The reason that the winning banco bet is taxed is due to the fact that over 8-deck cards, the banco bet will win three to four hands more often than punto. Therefore, the casino charges a commission on your winnings.

Each hand begins with two cards, but a third card is drawn depending on certain rules. The person dealing places two cards face down. The player who has the largest bet on punto receives two cards that are also face down. The punto player can then look at the cards and give them back to the dealer. The dealer then turns the cards over while another casino dealer announces winner and results of the hand.

If the banco or punto hand has a total of eight or night, this hand is a "natural." No more cards are dealt after this. However, if it is not a natural, then the casino dealer will instruct the card dealer to deal a third card, depending on the value of each hand. When to deal the third card is set based on the set of rules for third card dealing for both the player and the bank. When dealing has ended, the hand with the highest hand count is the winner. There are three common variants of the game but Punto Banco is the most popular variation found in North American casinos. A regular baccarat table is about the size of a craps table, is staffed by three casino dealers and can host about a dozen players.

Play revolves around two hands dealt for the 'Banker' and the 'Player'. These names are titles for the dealt hands only and there is no real banker or specific player. Players place their bets on which hand they think will win.

Hand scores are calculated by taking the face value for all cards worth less than ten, one for an ace and zero for tens and face cards. The value of the hand is the total of the cards value but if it comes to more than ten you drop the first digit. For example, 8-ace-jack is worth 8 plus 1 plus zero = 9. With all cards dealt winning wagers are paid out or losses collected.

A third card may be dealt to either the 'player' or the 'banker' depending on the following rules :

If either the Player or the Banker has 8 or 9 no further cards are drawn. If the Player has a total of 0-5, the Player hits a single card but stands on 6-7. Essentially a game of chance, what it lacks in skill it makes up for in the size of the bets involved. In many casinos the minimum bet can start at $25 and dedicated players often wager hundreds or even thousands of dollars on a single game, giving baccarat its exotic atmosphere.

Baccarat Basics

Baccarat used to be a game for millionaires. In the casinos, it was played in special roped-off or secluded rooms and you usually didn't walk in until you had at least $100,000 to pony up.

Eventually, mini-baccarat came to the scene. It's the same game, but without all the ceremonious moves. The game is conducted on a Blackjack-style table with one dealer and a shoe. The shoe holds multiple decks of cards.

The game itself is incredibly easy to play, which is surprising considering how low the house advantage is. In fact, Baccarat is one of the best casino plays around.

In a nutshell, the game consists of two hands – Banker and Player. Each hand is dealt two cards. Depending on the value, each hand may take one additional card. The hand then ends and a winner is declared. Face cards are worth 0 (or 10 if you rather) and the object is to get as close to 9 as possible.

So, a hand of a King and a 4 has a value of four. A hand of a 9 and 4 has the value of three, because ten equals zero and the count restarts.

When you first walk up to a table, you'll notice that there are three betting areas. There's the Player wager spot, the Bank wager spot and the Tie wager spot. For each hand you play, you'll need to select something to wager on. There are three possible outcomes to each hand. If it's not a tie, the Bank or the Player wins.

It's important to note that the Bank has a slight edge – since it goes last in the playing sequence. Because of this, there's a 5% fee to pay for each winning wager you place on the Bank.

If you love holding the cards and getting into the game, Baccarat isn't for you – unless you can play the high-roller version. In the mini-Baccarat version, the dealer performs all the action. You just place your wagers as desired.

When you win with the Bank or Player, you'll be paid even money. Ties are paid 8 for 1. The fee from bank wins can be paid at anytime. Usually, you'll want to pay it whenever it equals your normal betting unit.

For instance, let's say you're betting $5 units. Each Bank win will cost you 25 cents. It would be more convenient to let it accumulate until it hits $5.

If you're playing in the real world, there should be a hand tracker sheet and a writing instrument at the table. Most Baccarat players track the hands to look for trends, which is part of the strategy we'll go into in another article.

Possible Baccarat Playing Methods

As with any casino game, many people have tried to come up with playing systems for Baccarat. Is there a good system? Yes and no. Any system is technically good if you enjoy playing it. And no system is perfect.

Many have suggested that you should just walk up to the Baccarat table, bet on Bank, pay your commissions and go home. Having done this strategy, I can tell you that it's ridiculous. First of all, it's boring as heck. Second, who says the Bank will win more during your playing session?

As you may know or have guessed, Baccarat lends itself to streak system players. When you walk up to the Baccarat table there's usually a hand tracker (computerized or paper form). You'll soon find yourself noticing trends, such as the Bank has never won four consecutive hands or this shoe seems to be back and forth.

One thing I like to do is to walk up and start playing the Bank. Once I hit three wins in a row, I'll switch to the Player for a bit. When I hit three wins consecutively on the Player, I'll swap again – and back and forth. Is there any thought to this strategy? No, not much. However, it's fun and it has worked.

Another strategy is to play as you want, but pay attention to streaks. Has the Bank never won four hands consecutively this shoe? If not and it has just won three, jump over to the Player. With this strategy, you're hoping that history repeats itself.

So, what are the probabilities of either side winning? It depends on the number of decks being used. Almost all shoes use 6 or 8 decks.

With an 8-deck shoe, the Banker has a winning probability of 45.8% and the Player has a winning probability of 44.6%. The probability of a tie is roughly 9.5%.

Should the game use a 6-deck shoe, the probabilities are just about the same. In fact, the difference is extremely small. For instance, the actual winning probability on an 8-deck shoe for the Banker is 45.859. Go down to a 6-deck shoe and the probability only increases to 45.865.

Since we know the probability on any hand, we can conclude that the probability of the Banker winning four times consecutively is roughly 4.4%. It's this low number that makes many Baccarat players – who know probabilities – to play against streaks.

If Bank/Player has won three hands consecutively, the probability of Bank/Player winning a 4th is low, therefore bet the opposite.

Whatever you do, don't progressive bet. In other words, don't double up your wager after each loss (1-2-4-8-etc). That's a recipe for disaster.

Baccarat can be exciting, just keep things in moderation. And if you find a playing strategy boring, don't play that way. You can win at Baccarat using many methods. Pick the style that's most fun to you.

How to Play Baccarat

Baccarat is a fun filled online casino game which most beginners feel intimidated about a little, because of its name and a little because most people feel it is too complicated – which in fact it is not. How to Play Baccarat :

Baccarat is game that needs a large table which can seat 12 to 14 players at one time on seats that are numbered. Note that even though the players would have to be 12-14, there would be no seat bearing number 13 as it is considered inauspicious. The game can be played as mini-Baccarat which would need a blackjack size table; the rules of the Baccarat game stay unchanged.

When you play Baccarat you have three choices for a bet – the player, the banker or the tie, which are indicated on the table in the form of three squares. There are only two hands of cards dealt at a Baccarat game.

The object of the Baccarat game is to bet on the hand that comes as close as possible to a total of nine, for which purpose the Baccarat considers only the number cards (i.e. 2-9); the Ace is valued to be one and the rest of the cards (the Jack, Queen, King and the Tens) are valued as zero. When the cards total more than nine, the first digit is removed. In this way if the total is 13, the actual number considered would be 3; if it is 25 the number considered would be 5 and so on.

To win the Baccarat game you need to get the first two cards to add up to eight, though the highest possible hand would total nine. If you get this combination (total 8 or 9) when you are dealt your first two cards, it means you have a natural. The moment a Baccarat player gets a natural, no more cards would be drawn for that particular player. However, if there are no naturals with any of the Baccarat players, the game would continue as per the usual Baccarat rules.

Since there are two hands – the player and the banker – the Baccarat rules that govern each are a little different. A hand that totals 6 or 7 in his/her first hand would need to stand. If the total comes below 5, then the Baccarat player would be required to draw another card.

The banker's hand would act the same way if the total is 7, 8 or 9. If the total is 1 or 2, the banker hand would have to draw another card. If the total of the first two cards is 3 the banker will draw if the third card is 0-7; if it is 8 the banker would stand. If the total is 4, the drawn card should be between 2 and 7; the banker would stand if the third card 1, 8 or 9. If it is 5, the draw should be 4-7; it would stand if the third card is 0-3, 8 or 9. Lastly, if the card is 6 or 7, the banker's hand would stand only if the third card reads anything other then these two numbers.

NJ appeals court upholds Tropicana license denial

ATLANTIC CITY, N.J. - A New Jersey appeals court was just as put off by massive layoffs, bug-infested rooms and uncooperative management at the Tropicana Casino and Resort as state regulators were, and upheld the denial of the casino's license.

Tuesday's ruling affirmed last December's decision by the state Casino Control Commission to strip the former owners of the gambling resort of their license and put the property up for sale.

The Tropicana had appealed the decision, claiming the commission acted wrongly and exceeded its authority in denying the casino a new license.

Last December, regulators cited an affiliate of Kentucky-based Columbia Sussex Corp. for laying off nearly 1,000 casino workers, causing problems with cleanliness and service, as well as for poor compliance with state regulations. The appeals court decision reached many of the same conclusions.

"The findings made by the commission that Tropicana lacked financial integrity and responsibility, as well as business ability, are amply supported by the record," the judges wrote.

The judges cited "the massive staff layoffs," replacement of senior executives with less experienced people, "the cleanliness crisis," and "intransigence" on the part of ownership in complying with important regulations in upholding the commission's decision.

The property, which includes New Jersey's largest hotel at 2,129 rooms, is up for sale, but still open. A first round of bids was rejected because they were too low.

Tropicana president Mark Giannantonio is running the day-to-day operations of the casino under the supervision of a state-appointed trustee, retired state Supreme Court Justice Gary Stein. Giannantonio said the ruling will have no effect on the casino's operations.

"I work for the judge now; we severed ties (with Columbia Sussex) on Dec. 12," Giannantonio said. "We're just trying to do the best we can in a very difficult market."

Linda Kassekert, chairwoman of the Casino Control Commission, said she was pleased by the decision.

The court ruling allows the thus-far unsuccessful effort to find a new buyer for the Tropicana to continue.

Stein has said it is likely the casino eventually will be sold through a pre-planned filing under Chapter 363 of the U.S. bankruptcy code. It would allow the eventual buyer to obtain clear title to the property, free from any liens or lawsuits, and would be quickly completed, Stein said.

Legalize and regulate online gambling a study urges

TORONTO (Reuters) - Canada and the United States should legalize and regulate online gambling to contain its potentially harmful effects because players tend to bet more frequently and aggressively than they do in casinos, a study released on Tuesday says.

The study, conducted jointly by academics of the University of Western Ontario in Canada and the University of Nevada at Las Vegas, found that online gambling is readily accessible via the Internet even though it is outlawed or in a "legal grey area" in United States and Canada.

Online gambling is big business, the study said, estimating worldwide spending at more than C$10 billion ($10 billion) a year.

Betting online is a problem, the study says, because it has the potential to be more addictive than casino gambling. Online gamblers can hide their activity more easily than casino gamblers, and betting can quickly become a routine part of their daily lives.

"It brings out the gamblers' more competitive side," said June Cotte, associate professor of marketing at the University of Western Ontario and one of the study's authors.

"When not seen as reserved solely as behavior for an outing or a special occasion, gambling is more likely to become a pernicious, insidiously integrated component of a consumer's life."

As part of the study, 20 regular casino gamblers and 10 regular online gamblers were interviewed. Pictures were used as stimuli to find out what gambling feels like and how it is perceived by the participants.

Results show online gamblers bet more frequently and aggressively, the study found.

As one potential solution, the study's authors suggested that governments encourage large corporations like those that run the major Las Vegas casinos to enter a new, regulated online gambling market. The major Vegas operators include MGM Mirage and Harrah's Entertainment Inc

Gary Thompson, a spokesman for Harrah's, said the company has already supported a study looking at the pros and cons of legalizing and regulating online gambling.

Depending on how the government would structure its approach, he said Harrah's would be interested in exploring the market opportunity.

The study also suggested government sponsors in Canada might enter the market and regulate it with measures like more effective age checks when signing up, setting limits on bets and implementing mandatory "cooling-off" periods that force gamblers to stop betting for a set amount of time.

Goldman Sachs says Onling Gambling Coming to US

In a recent note to investors Goldman Sachs is predicting that the US will legalize and regulate the online gambling industry. It is another example of how a growing number of people believe the legalization of Internet gambling is inevitable.

Representative Barney Frank (MA Congressman) has introduced two key pieces of legislation regarding online gambling. The first would be to delay the rules from the Unlawful Internet Gambling Enforcement Act from going into effect in December.

The second is the more interesting Bill for online casinos. The legislation calls for legalization and regulation of online gambling in the US. Frank has tried before to overturn the UIGEA, but his latest attempt seams to have much more support, particularly from the general public who are taking notice.

Goldman Sachs writes in its note to investors "We believe it is logical to assume that the US market will eventually regulate, given the potential implications for US tax take, if nothing else."

There is a strong likelihood that online poker is legalized in a number of states before the federal government makes any changes to the current laws. Frank's House Finance Committee is focusing their attention on the economy, so the Internet gambling debate has been delayed until at least September.

Even with the delay, Frank insists that the legislation will be passed, and suggests that online casino players in the US should be patient. Online poker players received a jolt a couple of weeks ago when the US government seized bank accounts that held money for US player payouts.

Several online poker rooms had temporarily stopped accepting deposits, but as of late last week the sites were once again taking the player deposits. The move by the government may have backfired, with more people in the US now joining the call for the right to gamble online.

Wynns Encore opens during tough times for Vegas

LAS VEGAS (AP) — Wynn Resorts Ltd. CEO Steve Wynn says his swanky $2.3 billion Encore casino — which opened Monday in an economy that's battering casino, travel and other consumer companies — is about perfecting the basics.

"Better service, nicer rooms, better lighting," Wynn told The Associated Press. "Themes that are corny get old quickly, but real and wonderful environments with great service are timeless."

Even if visitors think the Encore delivers on that promise, however, Wynn will have to keep prices low to keep people booking its 2,034 suites. That's because while Wynn is doing well, Las Vegas is not.

MGM Mirage Inc., which owns 10 casinos on the Las Vegas Strip, has laid off about 3,200 workers here since October 2007. Harrah's Entertainment has cut 1,800 workers since January. And Deutsche Bank analyst Bill Lerner told investors in a note on Monday that he is tracking more delayed projects in Las Vegas than ever before.

Wynn said he views layoffs as an absolute last option, and he's willing to drop his room prices to keep people in the building and his employees working.

"If I lay off employees, I cause a ripple effect of insecurity and fear that is much, much more difficult to overcome than is raising the price when business is good," Wynn said.

The 5,000 new jobs at the resort, while 300 short of the number announced in July, were eagerly awaited, even though locals have seen many swings in their city's economy before. Some 100,000 people applied for the positions, company officials have said.

Hit hard by foreclosures and the mortgage crisis, Las Vegas reported an unemployment rate of 7.9 percent in November, up from 7.6 percent in October and above the November national average of 6.7 percent.

And Encore's opening is likely to be the only bright spot for a while.

Directly across the street is the former site of New Frontier hotel-casino, an empty lot where a stalled project modeled after The Plaza hotel in New York has yet to rise. Next to that sits Boyd Gaming Corp.'s stalled $4.8 billion Echelon project.

"It's going to bring some optimism, I think," said David Schwartz, director of the Center for Gaming Research at UNLV. "Granted, it's not something that anybody could do."

Schwartz said some visitors will come just because it's Wynn's hotel, and others will come because of buzz generated for the casino.

In addition to the jobs, Encore will likely contribute significantly to the economy through taxes on gross casino revenues, room taxes and entertainment tax, Schwartz said.

But Encore's opening is sending unwelcome ripples through the gambling market in Las Vegas. Wynn, known for shaking up Sin City one casino at a time, is doing it this time by lowering rates so he can keep visitors coming in the short term.

He said he's booked 60,000 room-nights since dropping rates last week at Encore and Wynn Las Vegas next door. Those guests, most of whom signed up for visits next month, would have probably gone to properties down the street instead, he said.

"I want Encore filled and Wynn, and I'm sorry to everybody," Wynn said.

He said he would raise rates as the rooms fill up, and hope to get as close to 95 percent as possible. Five percent of rooms, he said, are usually saved for high rollers.

Weeknights, a standard 700-square-foot suite at Encore is going for $159 in January, according to Encore's Web site, with higher prices on weekends. That's down from rates easily $200 or more.

Natural light flows onto the 72,000-square-foot casino floor from a large glass-covered atrium and windows overlooking the pool. One restaurant's wall is decorated with a large Asian dragon made from 90,000 Swarovski crystals, while another displays Frank Sinatra's 1953 Oscar at its entrance. The nightclub, XS, opens with large glass doors to an outdoor pool with its own bar, blackjack tables and cabanas.

But all year, Vegas visitors have been spending less money, no matter how tempting the offerings. Analysts who study the industry say the gambling market may not have hit bottom yet.

"It has taken time for the full impact of the financial crisis to become apparent due to pre-planned travel," Celeste Brown of Morgan Stanley Research wrote in a note Friday to investors.

Casinos are typically more willing to sacrifice room rates than non-gambling hotels in order to get people in the door, figuring they'll still make money from customers gambling, eating and entertaining themselves inside.

But Wynn says the company's room rates are a big part of his profits, and lowering them hurts.

Brown said the rate cuts could pressure other casinos to follow suit and further depress the whole market's profitability.

"If I ever set a price, then the market has to go off that," Wynn said. "When we did this the other day, we repriced the whole city."

Wynn's fortunes are strongly tied to Las Vegas, despite the company's investment in a $700 million Encore now being built in the Chinese gambling enclave of Macau, analyst Robert LaFleur wrote in a recent note to investors.

Wynn expected thousands to jam the entrances to the casinos on Monday night, as some of his best customers ceremoniously pull the first slots and play the first hand at each machine and table with $2 million in house money.

If they win — at prices of $1,000 to $25,000 — they get to keep the winnings, but Wynn says he expects they'll play some more no matter what happens.

"I've never met a gambler that would win a bet and retire from gambling," he said.
